The Disability Rights Commission 2004 Survey of 1000 websites - Showed that 81% failed to meet minimum standards of accessibility set by W3C. In addition, accessible sites were 34% quicker to navigate for a non-disabled person.
Building Accessible Websites
Cascading style sheets (CSS) - these can be controlled from the browser and the computer's operating system – allowing you to change the colour of text, the background colour and the type of font and the way the page is displayed. Some developers hard code the font – so it can’t be changed and that’s not ideal.
Flash – this is capable of being very accessible, with the ability to build-in captioning and importing of sound tracks

In the USA, one blind customer backed by the national federation of the blind has taken Targit (the online retailer) to court on the grounds of discrimination, so both public and private sector organisations are at risk of legal action under disability discrimination legislation.
